12.3.0 Unique IT procurements

It is highly recommended that procurement officials refer to these additional chapters to follow specific technical/functional/performance requirements and solicitation guidance that is not duplicated here, but that will greatly impact the approach and time for developing the requirements definition, scope statement and SOW documents.
