How do I do business with Northrop Grumman Information Technology on the VITA Partnership Program?

Small Women-Owned and Minority-Owned Businesses (SWAMs):

  1. Send your company's capabilities statement including contact information and a copy of your Virginia Department of Minority Business Enterprise SWAM certification to Northrop Grumman's VITA Partnership Vendor Outreach/Supplier Diversity Liaison Gerald Daily at gerald.daily@ngc.com.
  2. Mr. Daily will contact your company to initiate the screening process, if necessary.
  3. Northrop Grumman's VITA Partnership Subcontracts Lead will initiate negotiations with your company utilizing Northrop Grumman's standard subcontract agreement.
  4. When the subcontract agreement is negotiated and signed, Northrop Grumman can begin working with your company on the IT Infrastructure Partnership with VITA.

Large Businesses:

In order to contract with Northrop Grumman, your company must be registered in the Central Contractor Registration (CCR) database www.ccr.gov. The CCR is the primary vendor database for the U.S. Federal government. According to the Federal Acquisition Regulation (FAR) policy FAR 4.1102 (October 1, 2003), "Prospective contractors shall be registered in the CCR database prior to award of a contract or agreement." As Northrop Grumman Information Technology is a contractor to the Federal government, it requires all potential suppliers to register with the CCR database.

  1. Send your company's capabilities statement, including a statement that your company is registered in the CCR, and contact information to Northrop Grumman's VITA Partnership Vendor Outreach/Supplier Diversity Liaison Gerald Daily at gerald.daily@ngc.com.
  2. Northrop Grumman's IT Partnership Contracts Manager will initiate negotiations with your company utilizing Northrop Grumman's standard subcontract agreement.
  3. When the subcontract agreement is negotiated and signed, Northrop Grumman can begin working with your company on the IT Infrastructure Partnership Program with VITA.

Staff Augmentation Firms:

Northrop Grumman has established a relationship with IQ Navigator (IQN), a company that provides a Web portal and e-procurement tool to connect Northrop Grumman hiring managers and staffing agencies that have contracts with Northrop Grumman. The hiring managers post job requirements; staffing agencies submit candidates' resumes; and the entire on-boarding process is captured by IQN. IQN is not a staffing agency, but provides the software to manage the process.

  1. Send your company's capabilities statement and contact information to Northrop Grumman's VITA Partnership Vendor Outreach/Supplier Diversity Liaison, Gerald Daily at gerald.daily@ngc.com.
  2. Mr. Daily will send your company's information to the Northrop Grumman Subcontracts Administrator that handles staff augmentation.
  3. Mr. Daily will contact your company to initiate the screening process, if necessary.
  4. The Subcontracts Administrator will provide you with the necessary forms to complete and return.
  5. The Subcontracts Administrator will enter your company into the IQ Navigator system with the understanding that your company must partner with one of Northrop Grumman's eight (9) Tier 1 vendors.
