Topic: FirsNet – A Public Safety Broadband Network 

When : Wednesday, May 31 at 2 p.m.

Overview: Created by the passage of the Middle Class Tax Relief and Job Creation Act of 2012, FirstNet was established as an independent authority within the Department of Commerce given the responsibility to build, deploy, and operate a public safety dedicated mobile broadband nationwide network. Tom Gagnon, Virginia’s statewide interoperability coordinator, will provide an overview of what FirstNet is, and what to expect in 2017 after FirstNet awards a contract to a private industry partner.

Topic: Commonwealth Link to Interoperable Communications (COMLINC) – Overview and Update

When : Wednesday, May 24 at 2 p.m.

Overview: COMLINC is a system for connecting disparate radio systems. Connections (“patches”) are made using Voice over Internet Protocol utilizing SyTech’s Radio Interoperability System (RIOS). The RIOS supports base stations as well as mobile and portable radios.  Patches are established on dispatcher consoles enabling dispatchers to establish communications with state agencies and other localities. Tom Gagnon, Virginia’s statewide interoperability coordinator, will provide an update on the COMLINC program. Topics include: MOA update, maintenance service plan, operator training, and system sustainment/refresh.

Topic: Our Path Forward for NG9-1-1 Deployment: Part 2

Overview: Continuing the themes of the April 4 webinar, the purpose of the webinar on April 26 is to provide an update on the Grant Committee’s recommendations to the 9-1-1 Services Board, prior to their meeting on May 11.

Topic: Our Path Forward for NG9-1-1 Deployment: Part 1 

When : Tuesday, April 4 at 10 a.m.

Overview: Next Generation (NG) 9-1-1 is a major upgrade that impacts all 9-1-1 centers and local GIS offices in Virginia and the commonwealth is now shifting from NG9-1-1 planning to NG9-1-1 implementation. Therefore, as we work together on statewide deployment, everyone's participation is vital, which is why full stakeholder involvement is one of the Board’s guiding principles. The 9-1-1 Services Board is recommending significant changes that may result in a complete overhaul of the PSAP Grant program. These recommended changes will be discussed during the PSAP Grant Committee (PGC) meeting scheduled for April 13. The purpose of this webinar is to inform our local government stakeholders, prior to the PGC meeting, about the recommended changes and encourage participants to provide feedback.

Topic: Applications of the Virginia Statewide Land Cover Dataset 

Overview: This webinar will provide an overview of use cases for the Virginia Statewide Land Cover Dataset. During the webinar, we will cover the current users of land cover data, then focus on how localities may be able to utilize this dataset based on existing planning practices in Virginia and elsewhere.  This webinar will be presented by Jennifer Ellsworth, GIS Technical Lead and Project Manager with Worldview Solutions.

Topic: National Emergency Number Association (NENA) Standard for NG9-1-1 GIS Data Model 

Overview:  This webinar will provide an overview of the DRAFT NENA Standard for NG9-1-1 GIS Data Model document, how to provide comments to NENA, and how this standard aligns with other related data standards for GIS and NG9-1-1. The webinar will be presented by Brian Crumpler, Regional Coordinator.

Topic: Virginia Base Mapping Program Informational Session

Overview:  This webinar will provide an overview of the Virginia Base Mapping Program with a focus on the Fugro Access viewer tool. The viewer tool will allow the imagery customers to see when they were flown, have a preliminary look at the raw imagery and after processing, allow them to participate in the quality control (QC) process. The webinar will include a demonstration of how to use the tool.

Overview:  This webinar will provide information on the recently awarded state contracts for 9-1-1 Call Handling Equipment. During the webinar we will be reviewing what is available on the contracts and how best to utilize them.

Topic: GIS in the NG9-1-1 Environment

Overview: Geographic Information Systems (GIS) will be essential in Next Generation (NG) 9-1-1. This upcoming session will provide information on the role of GIS, the core GIS components and locality commitments necessary as we move forward. The recommended audience is GIS managers, PSAP managers, along with city and county managers, in an effort to gain an understanding of what will be necessary as this transition to NG9-1-1 occurs. Please feel free to invite your city/county manager to this important session.

Topic: PSAP Funding Formula Recalculation

Overview: The current wireless funding distribution percentages are required by the Code of Virginia to be recalculated on or before July 1, 2017.  During this webinar, ISP staff will discuss the impact of this recalculation, as well as current efforts to delay the recalculation to July 1, 2018. The 9-1-1 Services Board has prepared draft legislation for the 2017 General Assembly session to delay this recalculation. This action will enable the Board to complete a 9-1-1 funding analysis to address transitional costs for Next Generation (NG)9-1-1 and the sustainment of 9-1-1.

Topic: Virginia's Five-Year NG9-1-1 Deployment Plan

Topic: GIS/MSAG/ALI Analyses

Overview: This webinar will provide an overview of the recent statewide Geographic Information System/Master Street Address Guide/Automatic Location Identification (GIS/MSAG/ALI) analyses conducted by VITA. The results are a product of the data uploads collected from the localities, in an effort to populate the GIS Clearinghouse with authoritative GIS data as we work toward Next Generation (NG) 9-1-1. The webinar will also explain, using the results of one locality, of what this report means to you.

Topic: Statewide 9-1-1 Data Analytics & ECaTS Demo

Overview: A webinar on the Virginia 9-1-1 Data Analytics initiative will be held twice since it will have important information about the kick off of the initiative.  The webinars will be the same so you need only attend one of them. The E-911 Services Board will be finalizing the details of the Virginia 9-1-1 Data Analytics effort at their meeting on June 22, 2016. The webinar will review all of the Board actions, the data sharing agreement, deployment schedule and activities that need to be completed before the deployment. ISP will also be providing a demonstration of the ECaTS system. This is a complex undertaking and we want to make sure everyone knows what to expect and has an opportunity to ask questions so we strongly encourage you to attend one of the two sessions.

Topic: Regional Advisory Council Update

Overview: This webinar will provide updates on the activities of the Regional Advisory Council (RAC). RAC Chairman, Terry Hall, and Vice-Chair, Jason Malloy, will be presenting this informative session. The RAC has been busy developing a prioritized list of tasks to support the goals and objectives of the Comprehensive Plan for 9-1-1 in Virginia. Each of the six highest priority tasks have been assigned to a region to develop a project plan and begin execution. During the webinar, you will learn how you can get involved with these efforts. The RAC represents you so it is important to stay current with their activities and involved.

Topic: Virginia Data Analytics Program

Overview: At the March meeting, the Board approved allocation of $1 million to the deployment of a data analytics system throughout the commonwealth. This webinar session will provide an overview and update for the Virginia Data Analytics program as well as discuss the draft Data Sharing Agreement and deployment methodology (mandatory vs. voluntary) that will presented to the Board at their May meeting. Please join the call to find out the latest and provide input into the program.

Topic: 9-1-1 Smartphone Applications

Overview: The Regional Advisory Council (RAC) felt it was important to share information on a new smartphone application called Haven from RapidSOS. A subscriber installs the application on their phone then uses it to contact 9-1-1 during an emergency. The application uses sensors on the phone to determine a more precise location than is provided with Phase 2. This location is provided to the PSAP as an address or more accurate longitude/latitude in the ALI like normal. The voice is connected to the PSAP as mobile voice over IP or the regular cellular network. As a voice call, it will not look that differently to the call taker, but the application also offers a “cannot speak” feature that causes the phone to “read” certain information to the PSAP. Though RapidSOS will likely be the first such application, being released March 26, there will be others, such as one called Siren, in the near future. This webinar will cover what these applications do and what you need to do to prepare. These applications could be game changers for 9-1-1 so everyone needs to be prepared and informed. Topic: Grant Guideline Changes

Overview: This webinar session will review the changes to the FY2018 PSAP Grant Program being considered by the PSAP Grant Committee of the E-911 Services Board. The Committee met Feb. 18 to discuss proposed changes and will be adopting revised guidelines at their April 14 meeting to recommend to the full board, which they will consider at their May 12 meeting. This is an opportunity to learn what is being considered for change and provide your input. There are some significant changes being considered for FY2018 that will especially impact NG9-1-1 and GIS projects. This is a great opportunity to understand those changes and provide input before they are made.

Overview: This webinar session will review the newly developed 9-1-1 Call Processing Best Practice. While the best practice is available on the ISP website, this session will provide background information of how was created and how it can be used in your local 9-1-1 center. Topic: Text to 9-1-1 Deployment Strategies

Overview: This webinar session will provide the attendee with an overview of what to expect when moving forward with text to 9-1-1 deployment. It will be broken into three sections presented by people who have gone through the process. To kick-off the webinar will be Jerry Smith, Southampton County, who deployed a Web browser solution almost a year ago. Mr. Smith will present from a Public Safety Access Point (PSAP) manager’s perspective. Second, Nicole Leonard, Intrado’s Senior Product Manager for TXT2911 services, will provide the Text Control Center’s (TCC) perspective on what each PSAP manager needs to know about deployment. Finally, Steve McMurrer, Fairfax County, will present on “Marketing/Communications Plan for Text-to-9-1-1 Rollout.” Fairfax created a comprehensive plan for education and outreach that can be used as a model for other localities. There will be time allotted to ask the presenters questions about their experiences. This is a great opportunity to learn from those who have been through text to 9-1-1 deployments.

Topic:  Governance & Legislative PSAP Work Session

Background: At the March 12 meeting of the E-911 Services Board, a plan was proposed for addressing the recommendations contained in the Feasibility Study. That plan organized the recommendations into themes with more detailed plans for execution of each. The plan for the Governance/Legislative issues, included two PSAP work sessions (in addition to many other meetings) to ensure that all localities had an opportunity to provide input and ask questions. The first work session was held in conjunction with the NENA/APCO Conference in VA Beach in late April. The policy committee of the Board is starting to talk about future legislation and a second PSAP work session is needed.

Overview: The agenda for the meeting is to review the work of the policy committee and the draft legislation that will be published early next week. This will give attendees about 10 days to review the draft before the work session. The policy committee meeting, where they will consider the draft legislation, will be held the next day, Friday, July 17, 2015 from 2 - 4 p.m. at CESC (the usual location). If the policy committee discussion results in a recommendation to the Board, they will consider that at their July 23, 2015 meeting at 10 a.m. at CESC.

The legislative changes discussed at the last policy committee meeting were much smaller than the changes discussed earlier on in the process so if you have not participated in a while, this is an excellent opportunity to get caught up on what is being discussed, and more importantly, influence the direction it is going through your input. Since this may impact both the PSAP and GIS functions in the NG9-1-1 ecosystem,  both groups are being invited to participate in this discussion. Again, the latest draft legislation will be sent out to both the PSAP and VGIN email list early next week (July 13) for your review.  As always, written comments are welcome, especially if you are unable to attend the webinar work session.

Topic: Wireless Call Processing Training Webinar

Overview: This training program was developed to help telecommunicators understand the complexities of wireless E-911 and to methods for processing wireless calls.  While we have delivered several times at regional criminal justice academies as part of the basic telecommunicators training program, we want to expand its availability throughout the state.  The structure of this webinar will be as a train-the-trainer so we will not actually be conducting the wireless call processing training.  Instead, we will be reviewing the program and giving you the tools to be able to conduct the training for yourselves.  While we strongly encourage any PSAP with an internal training staff to participate so you can take advantage of this program, it will still be beneficial even if you do not have training staff.  The webinar will give you an overview of the content of the program so that you can determine if it would benefit your dispatch staff.  If so, ISP staff can offer the program in your region for your PSAPs.

Topic: MSAG/ALI Analysis Process

Replay of the webinar held on April 7

Overview: Alignment between the Master Street Address Guide (MSAG) and the Automatic Location Identification (ALI) database and local GIS data is essential to the success of NG-911. VITA's integrated services staff has developed a process to compare these data and provide a locality a report.  This webinar will provide an overview of that process and the resulting reports.  With a goal to conduct 30 of these analyses by September 1, 2015, it is important for anyone interested in this analysis to participate to understand what they will be getting in return.

Topic: Using the Text to 9-1-1 Implementation Guide

Overview: The E-911 Services Board requested the creation of an implementation guide to assist Public Safety Answering Points (PSAPs) deploying text to 9-1-1. VITA's integrated services staff created a draft using guides produced in other states as a model, which was reviewed by the board’s text to 9-1-1 subcommittee and those PSAPs having deployed a text to 9-1-1 solution in Virginia. This webinar will review this guide demonstrating how it can be used to help a PSAP move forward with deployment of the text to 9-1-1 service.
